- 2. Program Structure & Tracks
The SEF program is organized across five core tracks, each designed to anchor discussion, coordination, and visible stakeholder engagement across a distinct area of the space economy.
T1: Architecting a Seamless Cis-Lunar Economy
Opens with a discussion on structuring the cislunar economy through interoperable infrastructure, market primitives, logistics architecture, and coordination mechanisms needed to support scalable economic activity between Earth and Moon.
T2: Securing Resource Sovereignty Beyond Earth
Starts with talks on standardizing the cislunar water market by defining market-grade purity thresholds, legal ownership transfer, contamination liability, and trade- ready custody systems for lunar water.
T3: Defining Rules for a Multi-Planetary Society
Discussions on a lunar deconfliction and safety-zone corridor, including baseline safety zones, right-of-way conventions, proximity operations, notification pathways, and conflict-escalation protocols for operators working in proximity on the Moon.
T4: Ensuring Human Resilience at the Frontier
We initiate centered on healthcare and human adaptation functions required for sustained frontier operations, including standards gaps, emergency-care pathways, medical escalation, and the role of robotics, Al, and digital health systems.
T5: Unlocking the Next Industrial Revolution
Focused on capital stack design for cislunar industrialization, focusing on how sovereign capital, venture capital, export credit, and industrial finance can be structured to support scalable frontier infrastructure.
